Ways to Pay Taxes

  1. Stop in at the Courthouse Ste 140
  2. Mail in your taxes to the Collector's Office address
  3. Use the drop box (located outside on the right side of the building as you approach the South entrance)
  4. Call and pay by debit or credit card. There is either a 2.45% fee or a flat $4 fee depending on the card type.
  5. Pay taxes online

Personal Property Tax Information

Personal property taxes are levied annually against tangible personal property and due upon receipt of the tax bill, but no later than December 31 each year. The postmark determines the time lines of payment. For example, a payment mailed and postmarked by December 29 is considered paid on time even though the Collector's office doesn't receive the payment until January 2. We try to send out all statements as early as the middle of October but it may be into the first week of November. If the bill is not received by the middle of November please contact the Collector's office. Failure to receive a tax bill does not relieve the obligation to pay taxes and applicable late fees. Taxes not paid in full on or before December 31 will accrue penalties and late fees.

Taxes are assessed on personal property owned January 1 but taxes are not billed until late fall. Taxes are due for the entire amount assessed and billed regardless if property is no longer owned or has been moved from Clark County. State law requires that personal property taxes be paid before license plates on vehicles can be issued or renewed.

Real Estate Property Tax Information

Real estate property taxes are levied annually against your property and due upon receipt of the tax bill, but no later than December 31st each year. The postmark determines the time lines of payment. The Collector's office mails tax bills the middle of October but it may be the middle of November. If a tax bill is not received by the middle of November please contact the Collector's office. Failure to receive a tax bill does not relieve the obligation to pay taxes and applicable late fees. Taxes not paid in full on or before December 31 will accrue penalties and late fees.

Taxes are assessed on property owned January 1 but taxes are not billed until the late fall of the same year. If your property has been sold, see paragraphs below describing the needed process.

Tax bills show in the same name in which they are recorded. All changes of ownership must be recorded for the bill to reflect the new name. We would appreciate it if you receive a real estate bill and you no longer own the property, please let us know as soon as possible. Also, if you receive your tax statements and you recently bought a property, you may not have received the bill for that parcel. We would appreciate you contacting us as soon as possible to acquire the bill for that property.

Taxes are usually prorated at the time of sale, therefore the new owner would pay the entire bill. If your property was split from a larger parcel, it is very important you let us know about the split; then we can try to separate the bill with the assistance of the Assessor's office to assure everyone pays the proper amount.

Tax Sale for Delinquent Real Estate Taxes

Pursuant to revised Missouri statutes, Chapter 140, all lands and lots on which taxes are delinquent and unpaid for 2 years are subject to sale at public auction. The Tax Sale is held annually on the fourth Monday in August commencing at 10 am at the Clark County Courthouse. The list of properties subject to sale is published in the local newspaper in July for three consecutive weeks prior to the sale. If you are interested in bidding at our Tax Sale or have any questions regarding the sale please stop by our office and we will answer any questions that we can and will give you an information packet about the details.

Escrowed Taxes

If you have your taxes escrowed by your mortgage company, but received the bill from us, you will need to forward your bill to them. As a service, we send the escrow companies a statement upon their request; however, due to refinancing and property sales, this information is not always current for the owner or lending institution. If you contact them also, that will help ensure the correct entity receives the information in order to get the taxes paid on time.

Installment Payment Program

We offer an installment payment plan for real estate taxes only. This plan is for advance payments for the upcoming tax year. All real estate taxes must be current to participate in the program. If you aren't in the program yet, but are interested in signing up, please call or come in and we will explain how it works. We can then sign you up if it is something that you feel would be beneficial to you.

Collector's Office Responsibilities

The Collector's office takes care of current and delinquent personal and real estate taxes, along with drainage taxes for the three drainage districts in our county: Des Moines-Mississippi, Gregory District and Mississippi-Fox Drainage. We also create Merchant's Licenses for various businesses that are required to have one. The Collector is responsible for the accounting and distribution information of collections to each of the taxing entities such as schools, cities, library, ambulance, nursing home and health department along with many others. Tax records are maintained and held for public use within the Collector's office.
